- Regional innovation strategy in Poitou-Charentes Region - Study on the valorisation of academic and public research
The objective of the study is to analyze the interactions between higher education institutions and companies and to identify their impact on the research and innovation capacities of regional SMEs. A strong focus is put on the valorisation capacities of the higher education system (tech-transfer offices within the HE) and the integration of high level students (PhD, MBA) into the regional SMEs as a mean for improving the innovation capacities of SMEs. - Evaluation of the regional policy in support to competitive clusters in Bretagne Region
The Regional Council of Bretagne is supporting since four years 4 large regional innovative clusters ("poles de compétitivité") in the field of ICT, agro-food, sea industries and automotive sector. ITD-Eu is leading the evaluation study for which more than 700 public and private regional innovation stakeholders were contacted. The evaluation includes three main different focuses : an analysis of the regional public support to clusters and projects initiated within clusters (efficacy, efficiency, relevance) ; an analysis of the integration of the 4 clusters into the regional innovation system (links with Tech Transfer organisations, labs and research centres) and their contribution to the regional innovation system; and an analysis of their impact of the local and regional economic growth and dynamics.

- Definition of the international attractiveness strategy of the Rhone-Alpes higher education and research system
Through this study, the Regional Council of Rhône Alpes and the Association of larger and medium size Cities of Rhône Alpes (Lyon, Grenoble, Saint Etienne, Valence, Annecy, Chambéry) aims at defining the position of its higher education and research system into the global competition for attracting best scientists and students. ITD-Eu in consortium with Amnyos Group analyses the current state of the art, implements a benchmarking study (Japan, Quebec, California, Shangaï, Heidelberg, Lausanne, Barcelona), and defines the strategy for the international scientific and academic attractiveness of the region, shared with all the higher education organisations through the management of several thematic working groups. In addition, ITD-Eu is in charge of building up a monitoring system of indicators of attractiveness.

- Feasibility study of a technological park and cluster "Village Pôle de compétitivité" in French Polynesia
The Government of the French Polynesia is initiating a cluster approach in the field of ICT, based on the development of a Technological Park for attracting foreing investors in Polynesia. ITD-Eu, in partnership with IDATE, is leading the mission. Our experts realize a benchmarking study on similar approaches (Madeira, Morocco, Mauritius), are in charge of the definition of sectors and technologies covered by the cluster, the identification of potential foreign investors (companies, research organisations, namely on the US West Coast), and the design of the business plan and business model of the park.

AFIBIO is a network funded by DG ENTREPRISE (FP6) under the EUROPE INNOVA programme. The AFIBIO network aims to identify the main obstacles faced by EU-based biotech/health companies in accessing finance. Drawing on this work it will make policy recommendations to the European Commission for improving access to finance in the biotech/health sector. The AFIBIO network is being led by Nantes Atlanpole (Technology Park and Pole of Competitiveness) and includes the European Investment Fund (EIF), the European Business Angels Network (EBAN), Heidelberg Technologie Park, Milan’s San Rafaelle Science Park, Cardiff University, the Institute of Baltic Studies and the Life Sciences Division of Deloitte & Touche.

ERA-ARD is an FP6 ERA-Net project funded by DG RESEARCH. ERA-ARD brings together representatives from a range of stakeholders including 15 ministries and national public research organisations from 14 Member States and is led by the French CIRAD (see below). It seeks to improve synergies between national agricultural research programmes in favour of development. This will both help avoid duplication of effort and help to improve the leverage effect of European research activities; thereby contributing more efficiently to the fight against hunger and poverty and supporting a more rapid and more sustainable development in the world’s poorest countries.

This study is being carried out for the CEM-RUP project – “Competitiveness and Employment in the Most Remorte Areas”, which is funded by the INTERREG IIIC programme ‘RUP Plus’. The CEM-RUP project is led by the Regional Council of Guadeloupe and involves the regional authorities of the 7 most remote European areas: the Azores, the Canary Islands, Guadeloupe, Guyane, Madeira, Martinique and Reunion Island. It seeks to facilitate the exchange of knowledge and of good practice regarding policy measures in support of business creation and employment and will propose instruments for the development of substantive cooperation between the regions concerned. ITD-Eu has been retained to manage the entire project, and specifically: to draft the project proposal, to manage and coordinate activities, to organise workshops and seminars, to carry out benchmarking studies in each region and prepare action plans. - Mapping agri-food and agri-biotech clusters in Europe (CADSES zone)
This study is being carried out for the AgroBiotech X-Change project (under the INTERREG IIIB CADSES Programme). AgroBiotech X-Change project is a network of clusters which aims to set-up a virtual exchange for: technology transfer; access to science & technology resources; infrastructures and facilities; and support to new innovative companies in the agri-biotechnologies and agri-food sectors.
ITD-Eu is carrying out the mapping and inter-cluster complementarities study for the European agri-biotech clusters in the CADSES programme area (Germany, Austria, Italy, Poland, Czech Republic, Slovakia, Slovenia, Romania, Bulgaria,…) with the aim of identifying areas for collaboration between the partners of the clusters concerned.

- Preparation and drafting of the Cross-border Operational Programme 2007-2013 INTERREG IVA France-England
The INTERREG IVA programme is a France-England cross-border programme supported by the European Commission through the ERDF. Under the responsibility of Lacave Allemand & Associates, ITD-Eu experts drafted the Operational Programme between France and England on the behalf of the Regional Council of Haute-Normandie.

This assignment began in 2005 and consists of setting-up the Lisbon Monitoring Platform and providing technical assistance to the Committee of the Regions (CoR) for establishing and coordinating a network of more than 100 local and regional authorities. On a yearly basis, our experts analyse the 27 Lisbon National Reform Programmes and ERDF Operational Programmes for 2007-2013 on the 4 main Lisbon priority policy areas. We also organise bi-annual workshops at the CoR on the implementation of the Lisbon strategy for its local and regional authority members. These workshops are designed to provide the CoR with up to date information in view of the annual Territorial Dialogue with the European Commission. This assignment has been carried out since 2006 in association with Technopolis Belgium.
