Pemenco AB was established in 2000 and is located in Luleå, Sweden. Since its creation Pemenco´s core business focus has been on the provision of high value-added consultancy services to its clients in project management and in policy research and studies, including evaluation. Mr Hans Sundvall (M.Sc), the Managing Director and owner of Pemenco AB, participates in a number of domestic and international consultancy networks. Pemenco AB has completed assignments, in particular in Northern Europe, on behalf of a wide range of regional, national and international clients, from private SMEs to large multilateral organisations such as the European Union.

Norrum Oy is a Finnish company based in Helsinki and is specialised in promoting high technology entrepreneurship and regional development. Norrum Oy has been actively engaged in providing consultancy services since 1994. Assignments have been completed on behalf of a wide range of regional, national and international clients from private SMEs to large multilateral organisations such as the European Union. Mr. Jukka Teräs (M.Sc., MBA), the Managing Director and owner of Norrum Oy, has worked for 20 years in the fields of high technology, regional activation programmes, and international consultancy, including venture capital activities.

Lacave Allemand & Associés
Lacave Allemand & Associés is a French-based consultancy specialised in innovation policies in relation to local and regional development with a public policy and policy development focus. It was founded in 1997 by Michel Lacave, former President of the International Association of Science Parks (IASP) with a group of individual experts and academics with strong expertise and experience in science parks, business parks and incubators and regional innovation strategies. It operates at EU level, in a large number of EU countries, as well as in non-EU Mediterranean countries and in Latin America. LA&A works for French and European institutions (European Commission, Committee of the Regions, DIACT (formerly known as DATAR), Ministry of Foreign Affairs…). LA&A also is a member of the European Business & Innovation Centers Network (EBN) and of the International Association of Science Parks (IASP).
